And about the tax payers. My country's money comes from the Oil and I myself prefer to have a better education system (higher payments there) instead of anti-revolutionary police, gold tomb of the previous leader, ..

I agree on equal rights to life and so on. However, there is no such things as a right to health care because recourses are limited.

I took a look at the CIA fact book and estimated that the Iranian government probably needs half of its income from taxes. The Heritage Foundation says:
“Iran has a high income tax rate and a moderate corporate tax rate. The top income tax rate is 35 percent, and the top corporate tax rate is 25 percent. Other taxes include a tax on check transactions and a tax of property transfers. In the most recent year, overall tax revenue as a percentage of GDP was 20.9 percent.”

Higher payments do not equal a better education system. We are speaking about teachers paid by the state right? Prices have less importance if you produce education in a socialist way. Now they are only relevant compared with foreign countries. Domestically government bureaucracies have always an incentive to maximize their budget while producing little.

Take security as an example. The Iranian government is probably obsessed with this and they probably don’t mind spending a few rials more on it but, there is still plenty of lawlessness in the country.

In my opinion Iranian should be free to choose (as individuals) where they want to spend their oil revenues on. It is fine with me if you spend it on education, if your neighbour spends it on opium and Shirin spends it on self defence.
